With regard to whether the facility will be 'wet' or 'dry', the council said 'People accessing this facility will be over 18 years of age. Wicklow County Council will make referrals to the facility, with the Simon Community to further assess those referred. The council said that it is explicitly clear in the agreement for accommodation that anti-social behaviour will not be tolerated, and that measures are in place to respond to any incidents that may arise. They said that San Remo currently has the capacity to facilitate at least 50 residents 'which opens many queries with respect to the ability of surrounding amenities and services to be able to adequately support this'. 'It is the view of many concerned residents that despite the location, the proposal is not the answer to the issues at hand.' In a statement, the group said that they are concerned that the shelter could be run as a 'wet' facility, meaning that residents with chronic alcohol addiction problems could continue to drink. If it's done without that, it's a recipe for disaster.' 'The brakes need to be put on for consultation. 'They're about to commit €1.5 million without any engagement either with local councillors or local residents,' said Gary.
